Urban Area Security Initiative (UASI): Funds from U.S. Department of Homeland Security support this initiative to implement various activities in Marion and Hamilton counties. Funds support a host of bioterrorism response systems for Wishard Health Services and Marion County Health Department (MCHD).

Metropolitan Medical Response System (MMRS): Funding supports strengthening of medical surge capacity, mass prophylaxis, interoperable communications, and triage and pre-hospital treatment, as well as provision of mass care (shelter, food, and related services) and preparation for pandemic influenza.
HIV/AIDS Program

HIV/AIDS Prevention: This program supports positions at the Bell Flower Clinic, Marion County's only freestanding STD clinic. These include disease intervention specialists (DIS) in the Confidential Clinic and HIV prevention counselor for the Anonymous Clinic. Counseling, testing, referrals, prevention education, and treatment are provided for those seeking assistance for HIV, STDs, and hepatitis. In addition, the DIS is very involved with community education and partner notification.

HIV/AIDS Surveillance: A nurse epidemiologist and a data specialist work in conjunction with the Office of Clinical Data and Research at Indiana State Department of Health to actively and passively collect and document HIV/AIDS diagnosis, prevalence, incidence, and risk information.

IVDU/HIV Outreach: This program provides HIV outreach services to drug abusers, especially injecting drug users.

Ryan White Title III CARE Act Early Intervention Services/Primary Care: Primary medical care is made available to those infected with HIV who reside in the Marion County area, and are less than 300 percent of the federal poverty level. Funds for these services are subcontracted to a team of providers that includes HIV/AIDS service organizations, neighborhood clinics, and hospital-based care sites.
