RFQ - 2023 Marion County LEPC Exercise (Tabletop Exercise)
Description of Service Being Requested – Scope of Work
Overview
Health & Hospital Corporation of Marion County (HHC) dba the Marion County Public Health Department (MCPHD) is soliciting quotes from qualified Providers that will serve as a contract exercise consultant for Health & Hospital Corporation/Marion County Public Health Department on behalf of the Marion County Local Emergency Planning Committee (MCLEPC) to develop and facilitate one discussion-based Tabletop Exercise (TTX) to fulfill the MCLEPC's annual hazardous materials exercise requirements in 2023. The exercise planning and conduct are required to be in accordance with U.S. Department of Homeland Security’s Homeland Security Exercise and Evaluation Program (HSEEP).
The Provider will be required to develop and facilitate a TTX involving multiple disciplines, multiple-agencies, and multi-jurisdictions for the purpose of validating Marion County’s plans, policies, and procedures at both the county and the agency/organization level for responding to a hazardous materials incident.
The Provider will conduct a "hot wash" debrief at the conclusion of the TTX. The Provider will conduct the After-Action Conference (AAC) within 30 days after the TTX and complete an After-Action Report within 15 days following the AAC that summarizes the TTX.
The TTX is anticipated to take approximately four (4) hours including a hot wash discussion immediately following the exercise. The Marion County LEPC anticipates approximately 50 representatives from public and private sectors will participate in the TTX. The anticipated discussion will focus on response to a chemical release impacting and disrupting normal operations on the southeast side of Indianapolis. The Marion County LEPC anticipates discussion topics to include public information and warning, operational coordination, evacuation / shelter-in-place plans, environmental response, health and safety, emergency support functions, continuity of government activities, incident termination, or other discussion items as determined by the MCLEPC and/or its Hazardous Materials Exercise Coordinating Committee (HMECC).
The outcome for the exercise is to identify gaps and/or areas for improvement in existing hazardous materials response plans, policies, and procedures.
Exercise Documentation
The Provider will be required to follow HSEEP methodology regarding exercise planning and after-action conferences. The Provider will be required to provide information to the MCLEPC and its Hazardous Materials Exercise Coordinating Committee (HMECC) for submission to the Indiana Emergency Response Commission.
Provider and Marion County LEPC Responsibilities
The Provider is expected to prepare a realistic TTX considering how Marion County public safety agencies would likely respond to the scenario. The Provider is required to use objectives and scenarios provided by the MCLEPC and/or HMECC. The MCLEPC and/or HMECC will have approval of all members of the exercise planning team and exercise participants. The Provider will be required to attend meetings, conferences, and presentations in person and be available to the MCLEPC, HMECC, and its representatives as needed.
All exercise materials, resources and necessary services will be provided and / or facilitated by the Provider, except for:
• Logistical items, such as, name badges, area signage, water, rest room facilities, etc.
• Media releases, inquiries, and coordination.
• Coordination of observers.
• Exercise registration and attendance confirmation.
• Aerial photos and maps.
• TTX invitation letters.
• TTX exercise location.
• Meeting locations for planning and after-action conferences.
• Conference call bridge, as needed.
All manuals, training, PowerPoint presentations, and equipment needs for the exercise (except those indicated above) will be provided and/or facilitated by the Provider.
The Provider will be required to prepare all documents and guides to ensure HSEEP compliance. The Provider is expected to be the lead facilitator ensuring that all players engage in the discussion, to provide evaluator(s), and to maintain exercise evaluations. Please note that the Provider will not be required to evaluate agency players’ adherence to their respective agency’s standard operating guidelines.
The time, place and date of the exercise will be set by the MCLEPC. The MCLEPC is responsible for securing meeting locations, including the location of the TTX and After-Action Conference. The preparation of Improvement Plan is the responsibility of the MCLEPC. The MCLEPC anticipates the TTX to take place between Oct. 1 and Oct. 6, 2023.
Qualifications
The Provider must be knowledgeable of hazardous materials preparedness, response, and recovery efforts. The Provider must have experience conducting hazardous materials discussion-based exercises. Recommendations from past similar work are encouraged.
The Provider must be knowledgeable of Homeland Security Exercise and Evaluation Program terminology, methodology, and compliance guidelines. The Provider must be knowledgeable of the principles of the National Incident Management System.
The Provider must demonstrate adequate staff capacity and capability to perform the tasks required, including providing documentation (resumes, organization certifications, professional licenses, etc.) for all staff assigned to the exercises.
The MCLEPC prefers the Provider utilize a Master Exercise Practitioner (MEP) to develop all exercises and both an Indiana Certified Hazardous Materials Technician and a Certified Emergency Manager (CEM) to assist with the development of all exercises.
The Provider must be able to provide and complete the tasks within the allotted timeframe.
Quotation
The Provider shall specify the dollar amount that the Provider would charge to provide the services described in this Scope of Work. The dollar amount should be sufficient to cover all of the Provider’s costs.

Payment Schedule
The Provider will specify payment due dates based on completed deliverables.
